It's one of the best in Egypt with many facilities, dive sites and divers.You didn't mention best of what ? the world/Egypt/Sinai .. Dahab are centred to many important dive sites in Aqaba Gulf, but there are some dive site in the south of Red Sea considered to be very good too.

The best spot in Egypt for diving is probably Ras Mohamed ( near Sharm) or just south of Mersa Alam where you can see many sea turtles. Dahab is also very nice but is more of a chill, pot smokers paradise.

yes, there is a place called the blue hole about 45 minutes from dahab, this place ranked 2 over the world

The blue hole is the best, sharm el shiekh comes next.
Dahab is the best for wind surfing.

I couldn't say its the best, but it is an acknowledged diving center.
