How do you mean exploited? Are you talking about sexual abuse, or child labour? If you are talking about detecting sexual abuse, it can be difficult to detect. The child will ordinarily be interviewed by a physchologist if abuse is suspected. Even this is not infallible. Also someone must report the suspected abuse initially.

dear friend you realy need to under stand the meaning of exploitation first .what kind of exploitation are you talking about .making a child work for money is also a exploitation.and you can always see the pain in the eyes of the child.

You know a child is being exploited when this thought suddenly crosses your mind "hey, this is something which is what an adult should be doing, yet I see this little'un doing it instead".
