Stating the obvious, but depends on you, what kind of things you like to do, whether you speak either local language. I've spent alot of time in both countries (but more in France) and find that italians are much nicer to tourists. If you speak a little French, however, the French are just as nice. Italy is a bit cheaper. But comparing the two capitals (which is what most people think of when they think of the two countries), I much prefer Paris over Rome! On the whole, I think it's always nicer to visit a country where you can understand and speak the native language a little, so learn some words and phrases before you go.

better effective in what context? i will purely think you're asking what's better effective for a vacation. i ought to extremely goto Italy on vacation, than France. I say this b/c of the historic past and structure, and style of massive and cultural cities. i ought to decide on to goto Rome and see the coliseum, drink wine, devour nutrition, and drool over darkish haired darkish eyed lengthy legged Italian females. and doubtless bribe someone into letting me force their Ferrari.
