For the most part...I offer....
With the people I do know...I usually wait for them to come to me...I have learned that offering....makes them more frustrated & then get offended...so I try to refrain from offering.....unless I see them going too far down...then I dont give them a choice

It depends on the situation, usually I would offer my help, because most people are shy, proud, or too stubborn to flat out ask for help. So it is easy to offer it to them in the beginning. Yet, at times it is good to hear someone say it.

If I can see someone needs my help I will offer it. But sometimes I am dopey and I dont get it right away, and have to be asked.

I always offer if I know, if I don't know then I would hope they would feel comfortable enough to ask.
