I think a long tongue would only serve a toad well in catching flies for dinner, but it won't do you any good in kissing! I really think technique is what makes the positive difference, not the equipment.

I can't imagine it would- I've never been in a kissing situation where I've said "God, I wish this girl's tongue was longer."
On a positive note, you can pull off a good Gene Simmons impression.
