Because of the difference between your own body temperature and that of the environment. When you lose body heat, you feel cold. When the atmosphere around you is at a higher temperature than your body, you feel warm.

Your body is not adapt to it. The same way why i think the 80's isnt hot bc i live somewhere hot like Florida, its the same way as to you. I ever go to 50-60 degree temps, i would feel really cold oppose to people that are use to single digits

because it's the climate at the time, temps rise or drop and you feel the effects...
