Hitler's moustache was a bit weedy and Chaplin-esque so I'd say either Stalin or my BF's Manager who has a handlebar moustache. We call him Biggles.

Stalin grew a nice bushy thick moustache which was great for his victims to ponder as they were executed or put into labor camps.... He even killed more people than Hitler....
HItler had a small, kind of weird little moustache. It made him look silly even though he was a murdering scumbag also....
Hmm.... I call it too close to judge anything but a tie.
