Where Can I find something where I can make it so people can register, post things, etc, kinda like a private blog, or digg.com kinda thing

Pligg is a free, open source CMS that mimics the major functional concepts found in Digg. It requires MySQL and a PHP host to run. Just hit their SourceForge site (http://sourceforge.net/projects/pligg) to download it. The instructions to install it on your own web server is here: http://www.pligg.com/faq.html

I am not aware of any kind of hosted platform that supports Digg-like functionality. There are plenty of personal blogs for individuals like http://www.blogger.com/ , but those do not work like you are describing.

Even if you register on pligg.com as Rex has suggested, I think you can't put everything to work anyway. Else you would had not posted the question here.
What I can suggest you is that, you register accounts on Google services and provide link to those on your page.
If you already have a domain name, then you can have your custom url setup for blog on blogger.com. You can register a blog on blogger and then in settings you can use custom url. Though you would also need to Setup CNAME for your domain.
I guess its too big a topic to be covered on yahoo answers

WordPress.

With WordPress you can create a private blog by creating user accounts other than the administrator account, where each user account can register, post, etc.

Suppose you are the administrator, and you make your friends user accounts, you and your friends can write and edit the blog together.

There are two ways to get WordPress:

1. You can get free WordPress account at http://www.wordpress.com and create blog there.

2. You buy your own domain name and buy your own blog hosting account. I host mine at http://www.bluewebhost.biz for less than $7 a month.

Used by loads of people........ though if you don't have a clue how to set-up things like this on a webserver, leading Webhosts 1&1 Internet @ http://www.1and1.com (US version) or http://www.1and1.co.uk/?k_id=3794345 (UK version) have what they market in their package features list as "1&1 Blog"...... which is basically just WordPress with their branding on it, which is set up simply from their Admin control panel, and simply requires specifying which domain name / Subdomain you have registered you want assigning to directing people to your blog.

I would go with Open Source Contant managed server software called Joomla. Possibilities and Power is amazing ! and guess what.... most of it is absolutely free!
