I think Blue Jays are. We watch the birds in our back yard thru the spring and summer. Most birds take turns at the water bath. If some land at the edge to bathe or drink they will stay to the side until there is room for them. The Blue Jays land in a flurry and literally caw and lunge at all the other birds til it is just them left. So definitely the Blue Jay. m
