There are many ways, depending on your personal characteristics
1) Stop writing for a few days or even weeks. Jot down a note whenever you get an image in your head, i.e. "old man, red vest, checking mailbox". Get tons of notes then just connect them later
2) Write a totally different subject. For instance if you usually write sci-fi, try writing a western. You may be surprised at how well you can actually do taking a break from your usual topic
3) Read! Read! Read! Ideas will come
4) Go meet someone new or go to a new place or experience something new. For example, if you have a chance to go to a nursing home or something, go there and just examine the people, what they do, what they talk about. You may get great ideas.
5) Simply write. Don't worry about how good it is or if you'll ever finish it. Writing two pages about two birds quarelling over french fries behind a restaurant is more productive than writing one splendid paragraph.

Wait.
I have a theory about artists, especially authors - they're psychic. What you are writing is actually happening in another dimension, and you are receptive to this story in particular, so you write it down. Sometimes the transmission gets blocked, and just like any other transmission, you have to wait for the server to come back online and feed you the rest of the message.

Write a critique on something you have written. Look at where you succeed where you fail what you should have done different. It is actually kind of fun being your own critic. Thinking about what I should have said in the past, for me, is a good jumping off point. It gives me ideas about what i want to say. Writes block is not knowing what you want to say.
