Yes they died at the beginning of the movie in the car crash and then their souls were sent into a Limbo along with all of the other residents in Silent Hill. A Limbo is when you are not yet in hell but not in heaven either. Everyone in Silent Hill died in a fire that was caused by Satan and since Satan had a hand in their death, it wasn't fair that they be sent to hell immediately. So that's why Unalissa wanted them all dead so that Satan could have more souls in hell.

At the end of the movie it shows her husband comming home to an empty apartment and the mother and daught were in a "dream like" version of thier home thus implying that they died at silent hill

The woman and the girl died in the car accident at the beginning of the movie and the rest is happening in the afterlife.
