Well, when forced to write short stories, I tend to stray away from things such as adventure that take a long time to build up and lean more on drama, or more accurately, real life or tragedies. I find that these are more easy to end quickly, which I find hard to do in most stories.
I know that this is elementary, but sometimes it actually helps me to pick a thought, feeling, or idea that I would like to convey and then base the story around that, asking things like what will be the character's purpose, or what will be the outcome of the situation.
After that, I pick the characters that would be the most interesting to work with. Remember, your story can't be so complex that it has to include a lot of background.
Finally, I pick the backdrop that best suits everything, and then do the fine tuning.
Well, I know it sounds kinda lame, but I hope my advice helped ^.^

Just write one random sentence on a blank piece of paper. Then start thinking why and how it (the event in which sentence you wrote) happened. Forgive me for providing any plot though you really should think for it yourself.
It is said that sometime in the 1930s when Tolkien was grading an exam paper for the summer, he turned to a page that was left blank, and for no particular reason he scribbled "In a hole in the ground there lived a hobbit" on the blank sheet. He didn't know what it was then and decided to investigate the story behind it. Tolkien later told of his discovery to his children and friends. The feedback was welcoming, and Tolkien was encouraged to finish "The Hobbit" and to have it published. This was the seed.

Please advise what your interests are
Action?
Sci-fi?
horror?
You will do a better job if you like the genre you are writing in.
Please edit your question and put in "Additional information" to respond

Ok-Is there anyone in your neighborhood that is a little odd?
like the old neighbor guy with the little dog?
What if he holds a secret? Maybe he's a retired hit man?
What if the lady with the 3 kids 2 houses down is really an alien? would anyone believe you?
Your school is really a training ground for ninja assassins- the proof is everywhere if anyone would just open their eyes and see!!!! The janitor can twirl that mop like a staff! The shop teacher is caught making shirkins (spellling- you know, ninja stars)

Right where to start.
How long do you want to make it, I know you said short but you need to know what you are playing with.
How will the story be set, general life, sci-fi, historical, fantasy etc
Cast of charachters, how many people will be involved in your story.
Plot - mystery, murder, ethical, romance etc
Ending, very important not to leave loose ends.
Not much for what you are asking but I hop that this may help.

assume urself as the star of the story...
work with your imagination...
nobody can give u a plot unless and until u define ur priorities.....
ex, if u have to write a motivational story... check out chicken soup or any such book for hints...
it's a creative job and u have to find ur own arenas of interest...
have fun....
