Now, looking at your question, the answer HAS to be "yes." Even if there were only 2 presidents, ONE would have to be the best.

You are asking if one of our presidents can be the best in U.S. history...

Maybe I'm not understanding your question, but I don't see how the answer to this question could be "No."
