A squeal associated with turning the wheel indicates a belt problem. On a Taurus the usual culprits are the Belt Tensioner or Belt Idler Pulley - both of which are common failure points. Turning the wheel makes the Steering Pump work harder which in turn puts more stress on those parts, causing the belt to slip and then squeal.

probably just low on power steering fluid. The stuff is really cheap and can be found almost anywhere. When you find where to add the power steering fluid (if you can't find it check the manual) read the markings on the dipstick to add the correct amount.

Sounds like either your low on power steering fluid, or you have a problem with your power steering pump. Check your fluids in there, I think this will be an easy fix for you.
