If its optical it should move just fine.

Try a different surface for the mouse. Some flat surfaces just don't work well, go fig. If a ball mouse moves faster, then it is the mouse. Try another. If that don't work, it is not the mouse but maybe slow usb. Try getting a adapter for the usb to serial and plug your mouse into the serial port.

Make sure you are adjusting the mouse you just installed. When I go to control panel, my PS2 mouse is listed under Mouse (the far right Tab), but the mouse I use most of the time is Listed under Pen Pad which is a small digital pad that also uses a wireless mouse. You may have to go to the Hardware Manager and look under USB devices or it may just be under a different name in the control panel.

Have you checked your mouse pad? try checking it.

Or maybe, your mouse may need some cleaning,

Or else, go back to the store where you bought that slow moving mouse and ask for its replacement....

This problem is often caused by the pattern on your mousemat. Try turning the mat over and using the black underside or get on with an even pattern on it
