Why harry potter didn't use the clock that used in the 3 episode to turn back the time in the half blood prince to safe dumbledore?

The time turner was taken from Hermione Granger and they smashed all of it in part 5 when they went to the Ministry of magic. Its where they keep the stocks of time turner.

You needed a special note regrading why you need it and you can't change any major things in the past, like not having a war to happen or have Harry's parents die. Also you can only use it for education references, according to Hermione.
