The best way to stay warm is to wear multiple layers of clothing and cozy up inside your bed.
Where are you at? I'm in northern Michigan and the wind chill is -30 here too!

In terms of clothing, wear a lot of it. Try to avoid wearing cotton and make sure the clothing that is in direct contact with your skin is NOT cotton.
Before you go out in 30 below weather try to stay warm and cozy for several hours at least. This will warm the core of your body and give you more heat to start out with, so you can stay warmer longer. Hot drinks can also help warm your body core.
Physical activity and relaxation raise your metabolism and enhances your blood circulation so your body temp is maintained better.

If you MUST go outside, it's all about layers. Wearing several garments of varying thickness is always going to be better than one very thick item. so a t-shirt, and long sleeve t-shirt, a sweater and a coat is better than 2 sweaters and a coat. The main reason for this is that the path that the cold air will take to reach your torso is going to be through any gap in the threasd of your clothes. Wearing multiple layers give the air no direct path so it can't get very far. It's much easier to wear multiple shirts than pants, so if you can stand it, i'd actually reccomend panty hose. they leave not gaps in their construction and there's no way for cold hair to get through. Good question. Earlier this week, I walked out of my hotel in Green Bay with wet hair and it froze. Talk about BRAIN FREEZE!!!! Forecast says it's only going to get worse!

Layers! Fleece! Cover your head, hands and feet! Mittens, toques and boots. Windproof jacket. Also a balaclava.
