why did the union decide to adopt a strategy of total war against the confederacy after 1863

Attacking not only the opposing enemy's armies, but the infrastructure behind the armies....their means of producing arms, the enemy's economy and, yes, the civilian population, thus demoralizing and eliminating the enemy's will to carry-on the war.

I imagine the Union and Yankees were tired of the war and were willing to listen to the hard line generals who were coming to the fore, most notably Grant and Sherman.

I'm not sure it did. Many northern farms lacked their young men but were otherwise unaffected.

On the other side, any war is total war for the weaker side.
