British band Sparks (brothers Ron and Russell Mael) had a hit in the 80's with a synth-pop tune called "When I'm With You". Could this be the song you're thinking of?

I just googled that line and came up with dozens of songs with that line in. Here are some of the artists:
Proclaimers - Simple Plan - Chuck Loeb - Lonestar - Sheriff - Texas - Sparks.
Maybe if you could get another line of lyrics it would help?

Beg to differ - the Maels are American, although in their 70s incarnation the band had several British musicians. And WIWY was never a hit in the UK, although it made No 1 in France.

What was the style of the song you're after? This is quite a mid-tempo song; Russell's high-pitched vocals are quite distinctive.

On looking for the lyrics, I found that Simple Plan and Sheriff had also had songs titled WIWY.
