WHat is The "Red Light District" in Shinguku?

Well I was watching Fruits Basket episode 14 or 15 and they were talking about some guys wandering into the red light district. SO I want to know what that is. I have a guess at what it is but if someone can explain what it is. Unless that would be wierd....OH WELL!!

oh well also Im not sure if thats how you spell it (shinguku) but basically I mean what is the red light distict anyways.
