Maybe your going too fast. does she even love you yet? well, if she doesnt love you than how can you propose to her? why dont you just ask her out first.

You FIRST NEED to find out how she would respond to such a question. I'd have a good friend ask her, "Jenna and I think that you and Dave look really cute together. If Dave asked to date you seriously or was to propose to you, how would you respond?"
Aside from that, there are question that you could ask or things that you could talk about with her to give you an idea of her opinions/feelings on the subject.
How long have you been best friends? 3 months or 3 years? Have you ever kissed? Ever? If she really is a best friend, a great way to move things would be to start spending A LOT more time with her, and then AFTER spending A LOT more time hanging out with her, ask her "what do you think about the idea of us MAYBE becoming a little more than just friends, like without doing anything that could destroy our friendship, maybe try a casual date or two, just to see how things would go. If things don't work out that well with one or two dates, then we'll just revert back to being best friends, and there'll be nothing weird between us."

The problem in proposing a best frnd is, u will be never sure how she will take. some take it and give u honest comment even if its negative. some might take it in worng way and will loose the frndhip too.. .. U can do one thing. ask her (like joking)how it will be if u both live together.. then u can work her mind out. Good luck mate

Don't you want to date or live together first.. how do you know each other's personal quirks? I don't think you can even comprehend annoying quirks until you live with each other. Even if you spend all your waking moment together it's just not the same. Baby steps.
