Is People's Finder good, if no SSN ?

As a X private investigator I've ran into this situation before. After a major amount of work it came down to the privacy of the father or both parents in one case. Once you get through all the red tape in a adoption case (for example) the parents are contacted by another agency and then the parents have to accept IF they want to be discovered.
If your looking for a deadbeat parent a private investigator may be the best route. (not me I'm done with that) Sometimes past jobs will Illegilly give out SSN's start with the Sosial Security office to see what they tell you. Before you jump in the water you should know how to swim. My advise on company's giving promises is if they'll do the work first then get paid when they do what YOU NEED. then they are reputable. Unfortunitlly most ask for money first. I don't pay for a product or in this case Services not yet rendered.
