It is possible to restore your foreskin. It won't be exactly the same as the original, but once you acheive full coverage, your penis head will begin to soften, and you will gain sensitivity in the head as never before. I posted a link to get you started.

The simplest remedy to your dry and rough glans is to just periodically apply lotion. But there is a way to "restore" your foreskin without surgery and it's quite safe as long as you're not overdoing it. It's "restore" in that you can stretch the shaft skin over the glans with time, to create a sort of fake foreskin that functions similarly enough; so your glans will become smoother and more sensitive. I don't think it would turn out oddly, though if you've a prominent circumcision scar, it will probably become visible when you retract your "foreskin."

Look at the links for more info, there are some techniques you can look at. Do note that this may/may not be worth it for you. If you're willing to put in the time (a lot of time) then it might be worth it eventually. There's no "quick fix" so if you're expecting something to go quickly, just give up.

once it's cut, it's cut 4 life.
to restore you'd have to have a skin graft, and even that would be kinda weird and probably painful if you had surgery.
as for NO surgery? or devices? As far as i've heard, there isnt anything you can do to replace a foreskin artefically.

only surgery or devices will work.you can tape a weight to your skin but using a device is much easier.your head will become smooth again.
