My favorite places:
Chinese = Yao's at Gessner at Westheimer
Japanese = Benihana's (several locations around town)
Bar-B-Que's Papa's on the Southwest Freeway
Red Lobster = Seafood (Reasonably Price)
Ragin' Cajun = Seafood (Not so Reasonably Priced)
Steak - Extravagant = Ruth Chris Steakhouse
about $150.00/per person
Down Home Cookin' Mama's Cafe on Westheimer about 2 miles west of the Galleria
Eclectic = Cheese Cake Factory at the Galleria
Thai = Thai Choice Westheimer at Wilcrest
Burgers = Chili's - many locations around town
Italian - for a group = The Spaghetti Warehouse Downtown
Italian - Elegant = Mia Bella Downtown on Main
Mexican - Elegant = Las Alamedas on I-10 just west of the loop near Hunter's Creek (Voss Exit)
Mexican - Moderate Tony's on Ella in the Heights
Most of the places can accomodate larger groups and some even have separate party rooms. When you phone ahead let them know it's a birthday party.

You've obviously left out pertinent information: Male or female?
Child or adult? Based on your information though, I'd suggest a strip club with a minimum of 4 stages with 20 strippers willing to get completely nude... So tell your guests to show up with a wad of one dollar bills.

21-over Dave & Busters games are fun!
I loved the Marconi Grill-Italian on Westheimer- that was my husbands favorite.
Mine- Fadi's-Medieratinan on Westheimer- call for belly dancers
We both love cheap and good- Spanish Flower -Mexican(main)
Kids under 10- chucky cheese is the place.
