For many years it seemed that the more than 100 million victims of Communism would never be memoralized. Only recently has there been an effort to build a proper monument to their suffering.
What took so long?
Members of Congress and the Washington diplomatic corps along with government, religious, and ethnic officials attended the historic groundbreaking of the Victims of Communism Memorial in Washington, D.C. on September 27. "This is the world's first memorial dedicated to all the victims of communism," noted Dr. Lee Edwards, chairman of the Victims of Communism Memorial Foundation.
In her remarks, Under Secretary of State Paula Dobriansky urged the audience to "honor the victims of communism by not only breaking ground for this important monument, but also by re-dedicating ourselves to the struggle of promoting our ideals of democracy."

U.S. Representative Dana Rohrabacher, an original co-sponsor of the legislation authorizing the memorial, acknowledged the many difficulties that had to b e overcome, starting with the "many people who did not want to recognize the evil nature of communism." Joseph Lawler, director of the National Capital Region of the National Park Service, said that the NPS looked forward "to the day when the Victims of Communism Memorial will take its place among the most important monuments and memorials in our Nation's Capital."
Formal construction of the memorial will begin in October with dedication planned for June 2007 on the 20th anniversary of President Reagan's famous declaration at the Brandenburg Gate, "Mr. Gorbachev, tear down this wall!" The dedication will be followed by an afternoon seminar discussing the victims and crimes of communism and a gala banquet in the evening.

The Victims of Communism Memorial Foundation has begun a national fund-raising campaign to raise $250,000 for all three activities and for its Global Virtual Museum on the Internet which will serve as a portal to museums and institutions around the world concerned with the victims and crimes of communism.
