well you can try getting a program that shows the network traffic then you can see if a PC is making a lot of broadcast traffic which can use lot of bandwidth then clean it out of Trojans viruses or programs that may can be causing it if it is not the case then check all ports from both PCs and switches or routers

What I do is curse at Telstra then bash my modem.

But that is not for everyone, that is because of Telstra, the "big one" in internet.

Or the internet browser that you are using are slowing you down because of a file that needs fixing on the web.

You cannot fix this, it will fix itself
