In fact,i don't think delete cookie will help speed up your pc.
The best method to speed up pc is to clean its registry/...there may have some regsitry errors in your PC to cause "Computer slow".You need to clean you PC' registry.

1. No harm in deleting cookies
In IE use Tools/Internet Options.
2. Ccleaner also useful.
3 You can add this program also.

Yep cleaning out cookies helps your PC perform better. It is a safe practice to clear out cookies. To do that in IE,
click Tools->Internet Options and click on the button "Delete Cookies" (On the "General" tab under the "Temporary Internet Files" frame).

In Microsoft Internet Explorer:
Menu -> Tools -> Internet Options -> Delete Cookies

In Mozilla Firefox:
Menu -> Edit -> Prefrences -> Privacy -> Cookies -> Clear

In Netscape and Mozilla Suite:
Menu -> Edit -> Prefrences -> Privacy and Security -> Cookies -> Cookie Manager ->Remove All Cookies

In Opera:
Menu -> Tools -> Prefrences -> Advanced -> Cookies -> Manage Cookies -> Delete

If you have IE 7 you can click tools in the upper right corner and select Internet Options and on the first tab you will see Browsing history, just delete all. You can also try running a spyware program such as adaware and spybot. Try defragging your hard drive also. You should have a disk defragmenter program located in the start menu under all programs, accessories and system tools.
