The best way to figure out how long of an inseam you'd want on a pair of jeans is to measure a pair that you like and fits you how you'd like the new pair to fit.

No dear it means from your ankle bone to the crotch less an inch for sit down room. Give another inch for cottons, as Cottons will shrink when washed so wash them before you wear them, or you'll have to hand them down after washday.
