I am looking for information on how to water harden leather without shrinking it too much or any other methods of hardening leather. Also looking for any books that may have good information or directions on how to make leather masks.

Go to sca.org. They have tons of info on leatherworking. Most of it is for armor, but the same principles apply.

You need VEGETABLE tanned leather (such as you'd use for belts/wallets) as opposed to CHROME tanned (garment leather).
Soak the leather, apply it to a form, shaping it. Allow to dry, and it will retain it's shape.
