his neighbor dog always poops and peing next to his property, and dog owner never want to pick up that poops,
he tried to talk to her but she was so rude old s.k.a.n.k

For the poop, your friend should just don some gloves and fling it back into the neighbor's yard. For the pee, that may burn the grass - can he put in a fence or even just a short wire fence to mark the property edge and make it more difficult for the dog to urinate in his yard? He can apply lime to the urine burns in the grass, rake it in and water it to help the grass regrow.

If worse comes to worse, report it to the police. Personally I like the idea of saving up all the dog's poo and leaving it as a gift for the neighbor.

My brother had a similar problem with a neighbor a few years ago.He picked up the poop, wrapped it in newspaper and put it outside her front door, then set it alight.When he rang the doorbell she answered the door and stomped on it to put it out.... LOL
I'm not for a moment suggesting that you do the same. What I would suggest however is talking to your local Coucil/ county office. Report this problem. Dogs are not allowed to be at large where I live, and if they are not fenced in or on a leash owners face large fines.

If it's not on your property, you should be careful with this because you could end up being the bad guy, leave the lady alone.
