I used to have the same problem delivering prisoners. Their hair would stand on end upon getting out in front of those huge iron
gates and sometimes I'd see a devilish blue spark flash just when
there came a pain induced cry but I honestly thought everything in front of me was what they had coming for their sins. Hindsight
tells me it was the rear seat fabric and their jail transfer clothing.
Captain Moe was probably right about the strap. None of the straps I used to secure my transfers eliminated their problems.

You have to ground your self. To do this make sure that before you exit the car have one foot on the ground and be touching the car at the same time.

There is rubber strap available at your local auto parts store, called a 'static strap'. Bolt this to your chassis, and the zaps go away.
1990 Honda Acoord with the exact same problem. (Girlfriend was fearing my car)

I have not tried it for getting out of the car, but when you are filling up your gas tank, you are suppose to touch any metal before starting this process. This might help. I can't say for sure, but it is worth a try.

once you slide on the seat to get out you're growing friction and that is resembling rubbing your ft on a carpet and touching a doorknob and getting very much shocked. You boost static electricty once you slide out of the seat and then contact the metallic and zap you get very much shocked.

Cpt. Moe looks like the winner. You need to buy a grounding strip. I have one on my truck. It cost oh around 5 bucks, and no more zaps.

fabric softner and water will work as well as the static spray, I used to service $150,000 robots and that was a requirement before servicing the electronics boards.
