Is there a chatroom service inside windows messenger?

I know this sortof a newb question, but is there chatrooms inside windows messenger, or is it just an IM thing?

it is only for im s , there used to be public chat rooms but they were closed, as far as i know due to misuse

they did have them but then they shut them off
