First find out what tribe your grandfather was from and the names of his parents. You'll need your parents birth certificates and yours and your grandfathers if he wasn't previously registered.
With that information in hand, contact the Bureau of Indian Affairs and ask for information on how to contact that particular tribe. From there, you go to the tribal council.
By the way, most tribes count descent through the mother, not the father. If both your parents were American Indian, you would contact your mother's tribe for membership.

The nearest office of the Bureau of Indian Affairs would be a start. They can direct you to the enrollment office of the tribe where you grandfather was enrolled. Lacking a birth certificate or info on your grandfathers rez will be an uphill battle for you.

You need to find in your town or state the local Indian group. They should have one that can answer questions and set you up with what your looking for. My kids attend a meeting abuot once a month for Indian decendants.

Call the Department of Indian Affairs in Oklahoma City. Or try to find them on the web. If you know your tribe, then try to locate their tribal council. They may be now called the Native American Affairs.
