Well if KBB is saying the average for that car in your area is 18K and he is asking 17K not a bad deal.
Do your homework:
Has the car been dealer maintained?
Pay the few buck to get a Carfax done http://www.carfax.com/ you will need the VIN number and a credit card.

Offer less then he is asking.. go in and tell him $15K now... let him come down a bit. IF he doesn't oh well no loss for you.. .if he does then that leaves you some spending money.

KBB, is nothing but a dealer reference book, a private party sale, you can expect less for, however in short, a car is worth only as as much as you are willing to pay for it.

Yep, 17k sounds like a good deal for that car in excellent condition. of course you will need to do mechanical checks and make sure there are no problems with the engine or anything else on the car. you'd be safe with running a CARFAX as well to make sure it doesnt have a rebuilt/salvage title and hasn't been rolled back.

good luck with your purchase

Use a car broker. They do all the haggaling for you, and usally end up with a better price.
