modge podge or mod podge, I can't remember exactly but it is what my dad and I bought to do crafts for Christmas last year. It is inexpensive and will look shiny. It works well as a glue and sealer and glaze all in one.

What you want is called decoupage glue. (Decoupage is a fancy way of saying collage, more or less.) It is like white glue, but specially made for collaging. One well-known brand is Mod Podge.

If you want it even shinier and more protected, then after the decoupage glue dries you can put on a coat of sealant or varnish. Ask your local craft store for help choosing the right one.

Have fun and good luck! :)

Modge Podge is designed to be used for decopouge (which is sort of what you are doing). You can pick it up at your local craft store for about $10. It will dry clear with a hard, shiny finish.
