You cannot really create zero gravity on earth, because the force of gravity will always be present. What you can do is simulate the condition of zero gravity, i. e. weightlessness. You can do this by counteracting the force of gravity with some other force. For instance:
1. You could travel in a spacecraft which is orbiting the earth. In this case, the gravity will be counteracted by the centrifugal force. You experience the same thing when you are in a roller coaster.
2. You could wear a diving suit, descend into water and adjust the weights/air in the diver's suit so that the gravity is just balanced by the upward force of buoyancy.
3. You could go into a free-fall. For example, enter an elevator (lift) and let it fall freely. In this case, since the elevator is falling freely, it will not exert any reaction on your feet and you will get a feeling of weightlessness as long as you are in a free fall. (Letting an elevator go into a free fall is not safe!)

I'm not sure if an airplane counts as "on earth".
If it does then here is a sample calculation that I did.
An airplane that is travelling at 246 meters per second at a 45 degree incline to begin with. The flight is in a parabolic path. This can last for about 35 seconds and there will be zero g in the plane for that time.

we cant creat total nil gravity on earth bcos every mass in
universe has weight,density & gravity .as weight & density are drectly praportional to gravitational foce applied by that mass.
it is impossible to creat nil gravity on earth.we can feel weightless
if we can send a plane in 45 with angle 45deg. & after certain time if engins are stop plane will follow parabolic path &people in plane will feel weightlessness. a sergeary was done afew days ago on the kidney in 10 minets in the candation i mention above

Nil gravity I will assume means weightlessness, What you need to do is put something in free fall, If a large enclosed space is put into free fall an observer and object inside will experience weightlessness. The most common way to do this is to be inside an airplane that follows a parabolic path in altitude. Recall that when an object is thrown it follows a parabolic path which means it is in free fall and weightless.

We have to apply negative force (opposite to earth's gravitational force) equivalent to gravitational force. Thus we can create nil gravity. Astronauts use this force to be trained inorder to live in space without any problems.

A scientific person wanting to learn of gravity and the likes, dug a hole right through the earth. He took a stone, of weight 3.6297782kg and dropped it into the hole.
My question.
Will the stone go right through the earth to the other side?
Will the stone oscillate at the centre of the earth?
Will the stone be flung back on the same side due to reverse oscillation?
Will the stone be melted at the centre of the earth?
Will the stone go through the earth and form a meteor on the other side?
The Answer.
When the stone goes 6 feet underground, it will be eaten by the Green, round, spotted, six feet underground stone eating monster.

if the earth starts rotating with angular velocity(w) such that mrw^2 is equal to the gravitational force then the effect of gravity can be nullify.
