Panic! at the Disco never intended to become big - they signed a small record label (Decaydance, which is most known for Pete Wentz of Fall Out Boy, they've also signed Gym Class Heroes) and didn't even want to be on the radio or anything. Record labels pay radio stations to play bands, and the radio stations started to play "I Write Sins, Not Tragedies." That song became a hit, it was played on the radio, P!ATD made a video, and wa-la! They continued with their career and now they're a huge sucess. That pretty much sums it up.
