I live and teach in an area of the U.S. where teacher retention is a big issue. I'm not sure I can answer it in a short, concise reply, but I'll do my best.

Some of the reasons that teachers do not want to stay in teaching or perhaps want to teach in a different area would be:
-Low pay
-Administrative difficulties
-Difficult hours
-Disrespect from students and parents
-Underappreciation
-Lack of support

Some problems that arise because of quick teacher turn arounds:
-Students lose teachers they have learned to trust
-Teacher shortages
-Larger class sizes (and no matter what anyone says, this truly influences how much and how well a child learns)
-Less personal influence that a teacher can have on a child
-Poorer test scores
-Unqualified teachers
-Uncertified teachers
