Static Electricity is electricity that is not flowing, i.e, the opposite of current electricity. it is at rest within a body. it is felt when your hair stands on end when on a plastic chair, or near the TV. Another very common example is when you rub a comb on dry hair, it attracts small bits of paper. These charges can be transferred by conduction (touching) or induction (bringing near). A body can also be charged by rubbing. (comb exp.)

Static electricity is what a nonconducting body has when there is an excess or deficiency of electrons in the body. In a normal substance there are equal number of negative charge carrying electrons and positive charge carrying protons. The body is said to be neutral.
The electrons are lighter and hence more mobile. Usually on rubbing one body against another, some electrons pass on from one to the other. The body which gets the extra electrons is said to be negatively charged and the other body with deficiency of electrons is said to be positively charged.
Since these are non-conducting bodies, if they are kept insulated, the excess or deficiency of electrons (the charged state) remain as it is. We say the charge is static. Hence, the name static electricity. The words electron and electricity comes from the Greek word 'elektra' meaning amber the first source of static electricity.
