No. If you have installed the latest version of Flash Player correctly it will work everytime. You don't have to go about uninstaling & reinstalling it everytime you need to play a flash animation.

However, if you have an older version of flash player, you may need to upgrade to the latest version before you can view some content.

You don't... but if your system is making you do that then try uninstalling it... then before installing it check to see if their is an update to your systems sound drivers... (I heard that the new flash program has glitches with some sound drivers) then reinstall the flash player.

Most probable reason is that at the time you're installing it you're doing something wrong, or something can be wrong with your PC but it's almost impossible to give a reason without being there,
