An important aspect of development precluding any type of technological innovations in the current age would be social development. Towards that regard, India needs to help integrate the different aspects of society be it hindu, muslim, sikh, or christian. Besides the ethnic or religious standpoint is the Indian problem of gender integration. Historically and even right now India suffers from an unstable female:male ratio and there is also the discrimination that they face. In sum, by fixing the social problems in India, naturally the other aspects of India will surely accompany it. It is progressing nicely and in a few decades it may overtake China for the potential of being regional and eventually global superpower.

I don't want to respond like a snotty American who thinks everything we do is the way to do it because I do NOT agree with that at all. But what I have to say is at least partly because I am an American.
I think that any great country is going to know that it is only as strong as its weakest citizens. That means that everyone in your country should be valued and allowed to achieve their potential. In a caste system, I have no idea how this could possibly happen. Simply being born there, you are allowed or forbidden a life that has nothing to do with what you are capable of doing. I am pretty sure there is also unequal access to meeting needs, is that true? That is not acceptable to me.
So you could start by coming up with a way to help everyone get and stay healthy, offer education across the board, starting with basic literacy. From there, with mind and body prepared to do whatever they want, let them do it! And let them succeed at what they are good at, rather than what their caste is allowed to do. Every free society will have their "untouchables" and their upper class, just like India. But the problem is that your class system has nothing to do with a person's potential.
I also think that strong countries are made of strong families, commitment to children, and opportunities, protection, and respect for women.
Public health in the areas of safe water and basic sanitation, disease prevention, vaccination, nutrition, and wellness education.
Public safety at the local and national level. This includes ethical law enforcement and crime prevention, proper city management, proper national defense, and tolerance of different people's beliefs by most citizens so fear and hatred isn't allowed to become part of the law.
Healthy economy that makes the most of the landscape, not raping the landscape as so much of the world is doing but things like utilizing farmland in fertile places, promoting tourism in pretty places, maximizing trade in coastal places, and building technology and manufacturing in otherwise barren places. You can't sell fish if there isn't much water. But maybe you can raise chickens or have a research hospital??
Also an economic concern, is allowing people to act on their ideas, open businesses, and let them succeed or fail based on supply and demand. Entrepeneurship.
Another economic concern is self-sufficiency. If a country's families can mostly live without help from the government, and the country can mostly live without the help of other countries, then they will be considered strong.

Improve the attitude of people and eliminate the corruption that starts from peons and ends up in the offices of central ministers.At this time most of the money is in hands of top 5 % make it around 40% and you will see the difference.

Scallywag hit it on the head. The only thing that holds you back is that the numbers overstress the resources. If the families were no bigger than could be provided for the poverty goes away. Economy improves and positive growth all around. This holds true for every country.

Stop corruption. Stop socialist government policies and become more capitalistic. Do not tax your citizens more than what is necessary. Always allow free trade and make "Made in India" something that means the product is great. Encourage Indian workers to always work hard.

stop the brain drain to other countries,use the people to find respect and fulfillment in service to their country. Make civil service,education,better opportunities eligible for all so they can fix their homeland instead of running to other places,for better opportunities
