I am curious to why an inmate would need to have someone be his POA. Also he is going to be getting a settlement so would the POA get that on his behalf?

A inmate needs a POA to take care of any financial buisness. A POA can make decisions and sign legal documents on the persons behalf. Yes, If there is a settlement involved the POA will get it on his behalf, if stated in the POA agreement.

An inmate might need a POA if he was not incarcerated during the previous year, and needs someone, usually a spouse or other close relative/friend, to file taxes on their behalf. It can also be used to transfer vehicular titles when the the inmate wants to sell their car (since they won't need it in jail), or to pick up final paychecks from when they worked prior to incarceration.

Generally, POAs can accept settlement money on behalf of the inmate. It would depend on the type and duration of the POA forms signed, as well as the specific wording.
