You can go to any arts&crafts stores, prefferably Michael's Arts and Crafts. They have special glues that you can use and they also have frames. The specific glue you might be looking for is called "Mod Podge Puzzle Saver." Below is a site for the glue, but unfortunately you cant buy the glue online, so you have to go to your nearest store.

I just use plain white glue and a paint brush. It makes a nice sealer across the front. It's cheaper and no different than puzzle glue, which I have also used. I use white glue or Tacky Glue for a lot of surface coatings (collage, etc.) If you want a gloss surface, I would check the glue section at a large craft store. Acrylic varnish is cheap and may work.

There are places you can buy frames and they come with a special glue made for puzzles

They have a glue at Wal-Mart in the same section you buy puzzles or in the arts & crafts for puzzles and you can get a mat there too.

I do that all the time, I use a spray glue that I got at a craft store... it works good for me and it is really easy (I think easier than using the liquid glue). You just have to be careful when spraying it because it dries really fast.

Go to a hobby store. They carry special puzzle glue that will connect all the pieces. It works well enough that once it dries you can hurl the thing like a frisbee.
