crazyd1289 has some good advice--just devote yourself to making your sim happy. However, the boolprop cheats mentioned by many of the Answerers will not work, as you appear to be playing The Sims 1 (that cheat only works in The Sims 2).
Because of this, try to focus on whatever Needs are low.
For example, if your sim is not having Fun, have him or her watch TV or play on the computer.
If your sims need to boost their social, talk to someone on the phone. Note, sims don't like to be called to chat twice within a certain amount of time. Because of this, call to talk to a sim first, then, if your relationship is high enough (at least in the 20s), call them right afterward to invite them over. Plenty of Social can be filled by doing this. And, if your sim *really* likes another sim, woohoo quickly fills up both Fun and Social.
Baths are great for Hygiene and Comfort, but showers are quicker to use (which gives you more time to fill other Needs).
Plus, note that you can miss a day of work without any ill effect (aside from no pay for that day). You can spend that day catering to your Needs-deprived sim. Don't miss two consecutive days of work, though--that will get your sim fired.
Although there are no actual cheats for The Sims 1 that fills your Needs, some hacked objects can do wonders. Actually, this ties to your other question.
You can download clothes (and clothes meshes), accessories, hair and eye colors (and styles), objects, etc. from many different websites. I've included in my sources a Download Guide from The Sims Resource (I'll edit in some reputable places to download stuff soon). In The Sims Resource, there are *many* items and stuff you can download--just be sure to click on the "Free" option in the "Show" filter.
EDIT: In my sources is a link to SimSlice, who has a great hacked item--the Rejuvenation Chamber. This hacked shower fills your Needs to the max (although you have to buy it like any other shower). Also in my sources is a link to cheats for The Sims 1, which includes a simoleon cheat so you can afford the Rejuvenation Chamber.
My sources also includes links to a few reputable sites that have a "Links" webpage. You will find *many* sites with The Sims 1 downloads, many of which I have used for added content.

This is what you do
hold down Ctrl Shift and C and when a little white bar comes up on the top type in
boolprop testingcheatsenabled true
then right click on the mailbox and click on make all happy
then have them search for a job
for the neighbor thing right click on a sim and click on add neighbor to family or something like that then choose the person

Well, just devote every waking moment to making them happy. This is coming from a true simmer here. Have them eat their fill. Then have them play SSX on the computer so that their fun meter fills up. The fun meter is one of the main things that makes your sim unhappy so get that full. Then, when you have just that little bit of green, have them find a job. Also, you have to do aspirations to get that in green. If you want a quick fix and have enough aspiration points, you can get the thing that makes your sim happy. Or if you must stoop to cheating, use the cheat boolprop testingcheatsenabled true then holdshift and click on the mailbox then click make all happy! Hope this helps and Happy Simming!!!

have it look for a job in the newspaper, and theres usually people that are already moved in in the neighborhood and they walk around every once in a while so have your sim go outside and talk to them. and to get them undepressed i guess have it talk to people and find activities that it likes.

well you can look on a computer or newspaper for a job, but only if your a adult, make sure they have thier sleep and miss a day of work time to time to have fun. don't miss 3 days in a row or else you'll fired. hope this helps.
