It doesn't take much money...for goodness sakes!
Rub her feet. Tell her she's gorgeous. Tell her it's soooo hot to see her carrying your baby. Tell her how sexy pregnancy had made her body...all those curves...she's the essence of womanhood.
Turn down the lights and turn on some music. Dance with her in the livingroom. Kiss her neck and make her feel special.
Pick up some wonderful sexy gourmet goodies on the way home to her. Chocolate covered strawberries, fresh whipped cream, decadent stuff...you know
(Just don't make her take a bubble bath, because it's sexy until she tries to get up all pregnant and slippery!)
Honestly, they should teach men this stuff in school!

Get a nice bouquet of her favorite flowers (hopefully they aren't as expensive as mine - stargazer lilies!), I know you said budget but this may be the last time in a while that she gets flowers and can appreciate them! You could also cook her a nice dinner, clean the bathroom or even the whole house for her! Rub her feet, legs, anywhere else she could use a good massage... You didn't say how far along she was but either way pregnancy can be a little painful for a lot of people the whole while. Candles, flowers, dinner, three classics that win every time. And if you throw in doing the dishes and cleaning, that's just icing on the cake! Good luck!

being pregnant myself, I can tell you that the best thing you can do for your wife will most definitely fit in your budget.
For me, and many others I know, staying at home and relaxing will be a great way to spend it. Start out by dimming the lights putting on some great romantic music, light candles all over the house, maybe get some good smelly candles...sandlewood, jasmine are some great scents. Have a nice dinner cooking for her and get a nice sparkling cider or grape juice to have with it. After dinner, you may wish to put a log on the fire if you have a fireplace.
Right now I can tell you that your wife would probably like nothing more than to sit with you on the couch and cuddle, and maybe some light making out. On of the VERY VERY best things you could do for her would be to give her a nice massage to help her relax. If she so desires afterward, you may get your just rewards for these concessions you make for her ;-)
As a backup plan make sure and get a nice romantic "chick-flick" to watch with her.

Tell her she's beautiful. When I was pregnant (esp. 9 mo) I felt so gross, but my husband always insisted that I was so cute and beautiful. But don't overkill.
Rub her feet and calves. They hurt at the end of the day.
Make sure the house is clean and make (or pick up ;) dinner, then do the dishes.
Pick up cheap flowers, a couple roses is still nice, with a nice card about how much you appreciate her.
Be sensual, touch her, kiss her but don't expect sex, do it just because you're attracted to her. But if you do, do it her way.
I'm pretty laid back, and I loved it when my husband helped me these ways. It was very romantic. Promise.

You just gotta be there for her. Right now her emotions are all over the place and don't even make sense to her.
So ask to do the little things here and there and make a few comments on her beauty. Keep it light though because if you over do it, she'll even take that the wrong way.
This applies not only to pregnant women, but to women in general i think.

take her to a beaty spa and let her get a facial and a manicure and a massage... Buy her some flowers and a loving card... Rub her belly and talk to her and the baby. Cook her a special dinner at home and how about a nice bubble bath with her with soft music... Tell her how beautiful she is to you and how much you love her.... Hold her alot and kiss her:) How about rubbin her feet when they are swollen? You can even get some baby oil and give her a massage with it and even rub it on her belly. This would feel good to her and make her relax and feel special!

Candles are pretty inexpensive and showering her with rose petals won't set you back too much. Make her dinner, but be cogniscient of any consistent cravings she might be experiencing. After dinner, share a hot bath with bubbles, candles, and a bottle of sparkling grape juice. After that, you're on your own. Good luck.

Fix her a nice dinner at home, massage her feet and rub oil on her belly. You can lite candles or sent her flowers. You really don't have to spend a lot of money to make her feel special, all she really wants is your attention.

The best things in life are free... My husband "romances" me by showing interest in my life, by engaging in conversations with me, and by wanting to be around me regardless of what we do - be it going out to eat, or staying home and watching a TV show. I think it is very romantic when somone enjoys my company very much.
