For the NBA, an easy pick is Gilbert Arenas for me.
For NCAA, I want Colin Falls of Notre Dame, he can flat out shoot. I would like to see him outshoot Chris Lofton of Tennessee.

NBA - Kobe no doubt, Gil has had a good year....Kobe has done it through his whole career

NCAA - gotta be Acie Law, his game is always better when it matters

you gotta remember that you have to be able to get your shot off, not just be a good shooter...Falls and Lofton are great shooters, but I think defenders would key in on them and make it diificult

Gilbert Arenas all day. Kobe is great, but his rings have come from the help of a healthy and very dominant Shaq. Agent Zero baby.

You never gave a timeframe, you just asked who, so any logical person would say Michael Jordan by far. But if you are saying right now, I would say...NBA-Chauncey Billups(the rings prove it, and the ability to just dribble up the court, spot up and cash in the 3ball) and NCAA-Kevin Durant of Texas. the kid is money from 3pt land(2/game), he can post up then turn and shoot, and he's so tall and lanky that he basically can't be blocked when he goes up, plus if he gets fouled he shoots 85% from the line, and he scores in multiple ways, including banks shots, dunks, fade aways, threes, everything.

Sean Singletary of UVA - because he can shoot it while being essentially horizontal in midair over josh mcroberts

nba...Definitely steve nash od dirk nowitzki. gilbert arenas too but he already does that a lot of times
