That has to be one of the best questions I've ever read here.
Simple... they arrest all the people with handicapped placards that get up and walk from their cars without any aids. That will leave thousands of spaces unused.

It is still the same. The handicapped parking is for physical handicapped. The special Olympics is for all handicaps. Like mental and emotional. Also the blind who don't normally drive and need a parking space.

I have MD! :] I'm not sure, but there's a park that I go to called 'Morgan's Wonderland' - it's the first amusement park made for physically/mentally disabled kids. I love it. They have dozens of parking spaces for wheelchair vans, with more than enough room! And they have a parking lot for regular cars. We're right by the entrance, with me! -Level5Ninja.
