Because it doesn't become an adhesive until it dries, and without the chemical reaction with the oxygen, it will not dry. Leave the cap off it overnight, and you will have a solid super glue tube.

lt needs air for the molecules to act up and become sticky. lt cannot do so inside the tube.

it is only sticky when it reacts to the air. it reacts w/ oxygen.
