i go for a soft, eye-emphasizing effect. Apply eye pencil or liner in short feathery strokes from each lash. Immediately blend over with a cotton bud to avoid a harsh look and gently smudge . Follow with matching powder or shadow to set.

Liquid eyeliner with a fine tipped brush. Put the mirror very close to your eye and just dot (not a line) from the outer edge to the center, not all the way across. I put is at the top corners just brushing it across the edge of the top lashes, again halfway not all the way. It gives a natural look while still enhancing the eye and making it look bigger.

Easiest way to do it is to dampen a Q-tip and dab into a dark eye shadow. The color you choose depends on your eye color:
For blue eyes, use a brown shadow
for brown eyes use plum or navy
for green use brown or plum
Run the Q-tip along your upper lash line, extending it JUST a tad on the outside of your eye.
That's it.
Leave the bottom lashes alone. Lining bottom lashes makes eyes look smaller and it's an outdated look.
Good luck. I'm sure you're going to do a good job. This method is goof proof. ;o)
(Liquid liner looks pretty harsh, but can be good for evening if you're going for a heavily made up look.)

Half close the eye you are going to work on. Then anchor the heel of your hand along your jawline or wherever it feels comfortable. Then draw your line along the base of your lashes.
I would recommend a pencil first because liquid can be tricky if you are not used to putting on eyeliner.
I like TJTB's advice to use a dark eyeshadow as a liner! I do this too; it's a great way to get mileage out of eyeshadow quads!

the best way I think is to pull your eyes and make them "chinese" (no offense to asians) and take your eyeliner and get it as close as you can to the eyelashes. if you put it on the bottom you should put it on the inside of your eyelid. and you can do the same for the top. just get the eyeliner close to the eyelash and you'll be good to go. good luck (you can make it as thick as you want.

I usually put regular eyeliner on the top lid first, then line it with liquid so if you mess up its easier to get off.

to put it on the top part of the eye (right above the eye), I always pull the skin from that area (right above the eye...where you'd put eyeshadow, below the crease) out in the direction of my ears using my pointer/index finger...put your finger in the corner of your eye, on the outside (closer to ears), right where the top skinfold meets the skinfold under your eye...aka the corner of your eye and pull outwards in direction of ears....then, put on the eyeliner with your other hand (i prefer right hand to pu ton the liner)....i put it right below my eyelash line, almost appearing like some is on the inside of the eyeskin...does this help? it's really a lot easier to understand when demonstrated for you...ask your mom or a friend to show you if you cant figure it out..

i like using liquid eyeliner. it is easy to apply and easy to take off and fix if you mess up. it takes practice, work on it untill u decide that u like it. it should look natural and accent your eyes without being really obvious. you don't need a very bold line. i put on my eyeshadow, then eyeliner, then mascara.

and apply the black side onto the outer part where your upper and lower lid meet. Smudge it softly. Then, use the white part to softly and subtly trace your lower lash line.

Use a powder shadow, and one of those flat eyeliner brushes, do it slowly, touch, touch, touch, don't drag the brush, then smudge it good.
