Use a soft bristle tooth brush and plain white vinegar. Softly brush them with the vinegar. Don't worry about the vinegar smell as vinegar only smells when it's wet. Once it dries, the vinegar smell will disappear. Continue brushing them until the calcium disappears. I got a best answer with this question last week.... the person tried it before telling me it worked and giving me the best answer!

Unfortunately the boots are ruined to the extent that they will never appear as new.

To improve the appearance best as possible, Do Not Wet The Boot. !!!!!
but take a soft brass suede brush to the boot in dry condition trying to remove and blow off as much of the salt deposits as possible. Do not use much pressure, you will destroy the suede. After doing that to the best of your ability. Pour in a cup a small amount of mineral oil purchased from a drug store is just fine. Dab a very small amount of mineral oil onto the brass cleaning brush and work the suede ever so gently. You will see it restore to its best possible original state possible. Do not use excess of the mineral oil, just a very small amount is all that is needed.
